QUESTION: Councillor F. Timmons

To ask the Chief Executive given that Scramblers and Quads are such a huge issue locally, Can SDCC look a campaign to promote safety and awareness? This campaign could be done in conjunction with the Garda Síochána and involve the Local Safety Forums.

 

 

REPLY:

Scramblers and Quads are motorised vehicles and as such are covered by the relevant regulations governing the use of such vehicles in a public place such as insurance, tax, licence plates, driver permits, driver training, rules of the road etc. The enforcement of these regulations is carried out by An Garda Síochána.

The Road Safe Authority is the agency tasked with managing road safety in Ireland and they have an ongoing programme of information and education campaigns promoting road safety and safer driving.

The use of scramblers and quads in public parks and open spaces is strictly prohibited by the Council under the Parks and Open Spaces Bye-laws 2011.

Where such unauthorised use does arise, it should be reported in the first instance to An Garda Síochána as it the Council’s experience that such activity involves the use of unlicensed, untaxed and uninsured vehicles being driven by persons without appropriate driver permits.

The matter will be referred to the Joint Policing Committee for further consideration.
