MOTION NO. 4

MOTION: Councillor F. Timmons

That this Committee agree to write to the National Monuments Service and ask that the St Josephs Graveyard be assessed and added to National Inventory of Architectural Heritage (Department of Arts, Heritage and the Gaeltacht), Also to list all Protecteded Structure under the current County Development Plan and list all Recorded Monuments under the Record of Monuments and Places, which is maintained by the National Monuments Service in the Clondalkin area.

REPORT:

Saint Josephs Cemetery is not included in the National Inventory of Architectural Heritage for South Dublin County which was published during 2002. There is no facility to add a structure or site to the NIAH whereby it is not a function of the Council to request that something is added to an already published inventory of architectural sites and features in the County. The inventory was carried out for the County and sites which were of regional rating and above were recommended by the Minister for inclusion. Most of which were added to the Record of Protected Structures during the review for the 2004-2010 Development Plan.

Josephs Cemetery is not listed as a Protected Structure under the current County Development Plan nor is the site included as a Recorded Monument under the Record of Monuments and Places which is maintained by the National Monuments Services, DAHG. The Councils Architectural Conservation Officer who has a statutory role under Part IV of the Planning and Development Act and who has a responsibility to protect and safeguard structure of architectural or archaeological interest will contact the National Monuments Services to highlight that this site which is pre 1700 is not included on the Record of Monuments and Places. The decision to provide statutory protection for this site under the Record of Monuments and Places is one that only National Monuments Services can make.
