1.3 [MAY/54779] – CC Enq. No. 1101745 – Palmerstown Woods – Request Yield / Stop signs in Palmerstown Woods. (Cllr. Francis Timmons) Councillor to report back with details of specific junctions.
1.4 [JUN/55144] – Enq: 1108471 – Old Naas Road – The name of the road is the Old Naas Road. This road needs to be signposted, also a sign for Corkagh Park. (Cllr. F. Timmons). Councillor to report back with details of specific junctions.

CC Enq. No. 1110263 – Peamount Road – As a parent from Newcastle Glebe, it struck me during the new school induction day, that there are no pedestrian/traffic lights (in the direction of the school) for the kids from Peamount Road/Newcastle Glebe.

 

The Lollipop man, as far as I know, will be located directly outside the school and as you know, there are new traffic lights/pedestrian lights all the way down the main street. I feel we need lights or lollipop person somewhere near the T Junction of Peamount Road and Main Street.

 

I contacted Department of Education (Mary Horan) and she advised that this was a local Council/Corporation issue.  (Cllr. Francis Timmons)

 

Also CC Enq. No. 1125307 – The lights and/or lollypop person is required for the children coming from Newcastle Glebe/Peamount Road on the Peamount Road (at Peamount Motors). It is ;paramount for all the children and parents from our estate that they have a safe place to cross the main road. It is one of the busiest and most dangerous roads in Newcastle. I feel its totally unacceptable at this stage of the school year that there have been no provisions made for this. Speed ramps are also a crucial requirement for the Peamount Road.

 

If there’s anything else I can do to speed up this request, i.e. a petition etc please let me know. It would be a travesty for an injury to happen before appropriate action be taken.

 

Just to clarify that there is an urgent requirement on the Peamount Rd for speed ramps AND a pedestrian crossing. I would suggest  that the crossing be located facing the car sales situated about 200 meters from the top of Peamount Rd. Currently the residents from the Glebe have to cross the road at exceptional busy times. When the old sshool was being used we had 2 lollypop people. (Cllr. F. Timmons)

There is one particular problem which we feel is now so serious it requires immediate action to avoid a tragic accident. The population of Newcastle and it´s surrounds has increased greatly in recent times leading to a huge increase in the number of young kids walking to school and the number of cars travelling through the village. Crossing the road in certain parts of the village is extremely dangerous. 1. Turning on the traffic lights would help. They have been there for at least 6 months. They need to be turned on. 2. Schoolgoers coming from The Glebe Estate on Peamount Rd have to cross the road without any designated crossing point. There are no traffic calming measures on this road. Regarding positioning – The footpath on The Glebe side of Peamount Rd is too narrow which means walkers cross the road near the entrance to the Glebe Estate. Pedestrian Lights here would be preferable but other options such as a Pelican Crossing or a Traffic Warden, which, given the urgency of the issue, may be quicker to set up. Barriers are also required and any current or future crossing points. There have been a number of ´near misses´ on the Peamount Road in recent times and there is a real fear that a devastating accident awaits our community unless urgent action is taken. Please take this to the key personnel in SDCC. They have seen it before as we have raised it on a number of occasions but I trust you can relay the gravity of the situation and stress the need for immediate action. Road Safety Officer has examined the location and temporary measures are being considered to cater for children coming from the west side of Peamount Road with a view to implementing short term interim measures in the near future.  The School Warden is operating at the lights at the school.

 

 

 

 

 

 

 

1.8 [AUG/55690] – CC Enq. No. 1122945 – Rye Cottage, Boot Road – Extra Bollard needed at Rye Cottage to stop traffic driving through. (Cllr. Francis Timmons) Clarify issues/concerns.

1.10 [SEP/55763] – CC Enq. No. 1125309 – Peamount Road – two more accidents at Peamount where new speed sign is can anything else be done? residents are prevented walking in this area of Hospital. (Cllr. Francis Timmons) Recommend one ramp to be installed on the Lucan approach following extension of the 50kph speed limit zone and public light approx. 200m towards Newcastle Village.  It is also intended to provide an additional ramp from the Newcastle approach in 2016.

4.1 Enq: 1128246 – RM TBA – Rams Newcastle have requested the removal of the yellow lines outside old school at Newcastle. (Cllr. Francis Timmons). Rescind double yellow lines and school keep clear markings in the vicinity of the old school.
4.4 [NOV/56258] – CC Enq. No. 1137648 – Woodford Crescent – A serious issue has aisen in our estate Woodford Crescent, there are alot of cars on our road, members of the estate drive small trucks they park every evening right on the bend you are taking your life into your own hands coming around the corner as you can´t see past the van, never mind a car crash if a child was out playing you won´t see them, was wondering if double yellow lines might deter them from parking there. (Cllr. Francis Timmons) Provision of double yellow lines in the vicinity of the bad bend recommended.
4.5 [OCT/53853] – CC Enq. No. 1078379 – Ashwood Road – Traffic on Ashwood Road.  Cars parking both sides of road and blocking road and driveways during school hours . people using our driveways for turning. (Cllr. Francis Timmons).

Also CC Enq. No. 1131051 – Ashwood Road – Can you see if anything can be done regarding the main road into Ashwood.  Its impossible to get in and out in the morning with people dropping their kids to school and the Doctors surgery on 19 Ashwood Road. Some people even park in our gardens. Its one that needs to be addressed before someone gets hurt by both sides of the road being blocked. (Cllr. Francis Timmons)

A continuous white line in place – refer to Road Maintenance for reinstatement (Referred 10/11/2015).

 

Blocking of driveways is a matter for the Gardai.

4.7 NOV/56339 Enq: 1139506 Liscarne Court?? I witnessed a crash this morning at St. Mary’s school back gates one of many accidents there it was clear that the accident happened because of other traffic parked blocking the drivers full view off the road it was really disturbing as there were a few kids involved is there anything that can be done about the parking there I was hoping to start letting my boys go to school on there own after xmas but feel that I cant now as I be putting them in danger and the chances of some happening is very high I would appreciate it if you cant help guide me to some one that can Road facing the double gates at bk of school the road facing the gates one car was coming out off and the other car was coming down the road from Rowlagh Church heading for Neilstown Gardens were there so they have reports. 6.1 [SEP/55988 – CC Enq. No. 1129987 & CC Enq. No. 1129988 – Peamount Road – Clarified with resident.  location is in the vicinity of the hospital and also at The Glebe as children have to cross at this location to access the new School. (Cllr. Francis Timmons)

7. Other Measures
7.1 [OCT/56233] – Enq: 1136144 – Athgoe Road/Hill – There is a lot of speeding along the Athgoe Road straight section and coming down Athgoe Hill.

Speed control measures to be put in place along Ahgoe Road and coming off Athgoe Hill. Please put on traffic meeting agenda. (Cllr. F. Timmons).

Location previously examined (2014). It was reported that an appropriate sign for junction with bend was provided. Extra slow markings and rumble strips were also provided.

Issue of speeding at Athgoe Road/Hill has been reported to the Gardai. 28/10/2015.

 

Cllr. Requested issue be listed anyway.

7.2 NOV/56310  –  Enq:  1138416 – Kilteel Road – Ramps on Kilkeel Rd, uphill of the entrance to Broadfield estate are too low. This is allowing traffic to pass the entrance at speed. This is seriously compromising safety and posing a significant danger to traffic entering and leaving the estate ” (Cllr. F. Timmons) Request Road Maintenance to investigate and carry out remedial works.
7.3 [SEP/55977] – Enq: 1129670 – Old Nangor Road – Thanks to the Gardai for carrying out patrols and to (SDCC) for the measures applied to-date to reduce traffic speed on this road. The speed ramps put in-place in August are definitely a help; but we still feel there is more to do to improve safety for our children.   There are 2 speed ramps in the vicinity of the school, one on the approach from the village to the traffic lights crossing poaint the children use and a second after the traffic warden’s crossing point. However, we do feel an additional ramp between these 2 crossing points would be hugely beneficial in slowing the traffic at both crossing points. The current ramps really only slow traffic on one approach to either of these crossing points. We would also like to suggest that the visibility of the ramps as they are is poor. Even in the current bright dry weather, lots of cars are failing to see the ramps in time to slow down.

 

The current signage on the approach to the school from either direction is abysmally poor. There is only one “children crossing” sign in the vicinity of the school and it is obscured by trees; it is not really visible to drivers when travelling on the road. We enclose photographs of the approaches to the school from Clondalkin village and the Fonthill Road. We also enclose photographs of signage and road markings from other schools in South Dublin County (SDC).  We feel it is imperative that these types of signs and road marking are put in-place on the Old Nangor Road as soon as possible, in order to ensure all traffic is aware of our school and our school children on this stretch of road. What is needed is larger signs that are in clear view and on both sides of the road marking out a safe zone, in both directions, for our children to cross in.

 

We continue to support the national campaign for a 30km/h on the roads around schools. In the photographs we have included from other SDC schools you will see these schools already have this 30km/h in-place, using a SDCC bye-law. Why do these rules not apply to all schools in SDC?  (Cllr. Francis Timmons)

 

5 ramps have been provided on Old Nangor Road, the scheme was completed at the end of August 2015.

School Warden operates at this location for the safety of school children. Slow School ahead road markings are in place in both directions. School / Children Crossing signs are in place in both directions. School Keep Clear markings are in place at the entrance. Ample road side parking is provided. There is a Pedestrian Crossing is close to the school. Build out and slow markings in place at the entrance to Gaelscoil Chluain Dolcain.

 

 

Repeater signs are however, obscured by trees and will be referred to Road Maintenance

7.4 [JUN/55030] – CC Enq. No. 1106627 – Newcastle Village – Re Newcastle Village is not currently included in the schedule of roads with weight restrictions. How can this be changed ? and what is the best way to go about it? (Cllr. Frances Timmons)

 

 

Reply from Clondalkin ACM – Newcastle Village is located on the R120 (Lucan – Newcastle – Rathcoole Road).  As indicated in the Policy Document, “The Mobility and Management of Heavy Goods Vehicles on South Dublin County Road Network”, the R120 is part of the Existing Strategic Road Network.  As there is no suitable alternative route for accommodation of any diverted traffic, it is not feasible to restrict HGV access.

 

 

The latest information available is that the signals will be connected to the electricity network in December.

When the signals are on and traffic patterns have settled down, speed surveys will be undertaken in early in the new year with a view to establishing the extent of the problem.

The provision of speed display signs can then be considered in light of the results and the funding available.
