Clonburris Lands

QUESTION: Councillor F. Timmons

“To ask the Chief Executive,  owing to major community concern over the loss of Green space in the Clondalkin area,  for a report on the Clonburris Lands , to explain the process involved and when this will start , to explain who owns the land and detail same and outline area involved to provide a roadmap on when it is envisaged that this would produce housing. Please provide as much detail as possible in report.”

REPLY:

The Clonburris lands are subject to a Strategic Development Zone (SDZ) Planning Scheme that was approved by An Bord Pleanala in 2008.  This Planning Scheme remains valid and facilitates 9,000 residential units.

The SDZ lands are mainly in private ownership and subject to four major landownerships.

It was agreed that a revised Planning Scheme would be prepared by SDCC incorporating the existing Clonburris SDZ lands (180 hectares) together with the immediately adjoining Clonburris Local Area Plan (LAP) lands (85 hectares) to the west, as the LAP was approved in 2008 and lapsed in 2014.

In July 2014, an extended SDZ designation was sought from the Department of Environment, Community and Local Government (DECLG) to include the LAP lands.  Various clarifications were sought from SDCC by the DECLG and submitted and a response from the Department is awaited.

An extended SDZ designation and revised SDZ Planning Scheme would be subject to pre-planning consultation and once prepared, six weeks public display during which all interested parties may make a submission.  This is then followed by six weeks to prepare a report for the Council on submissions made, followed by six weeks for the Council to determine the Scheme.  The Scheme may then be appealed to An Bord Pleanala within four weeks by any party who previously made a submission. An Bord Pleanala then aim to make a decision within 18 weeks.
